1) your /var/cache/apt/archives
2) According to apt-cache policy php4 
php4:
  Installed: (none)
  Candidate: 3:4.0.5-2
  Version Table:
     3:4.0.6.7rc3-1 0
        400 http://http.us.debian.org unstable/main Packages
     3:4.0.5-2 0
        900 http://http.us.debian.org testing/main Packages
     4.0.3pl1-0potato1.1 0
        600 http://security.debian.org stable/updates/main Packages
     4.0.3pl1-0potato1 0
        600 http://http.us.debian.org stable/main Packages

So you have to go back to 3:4.0.5-2 0 if testing. :-(

3) I remember someone said in list that some debian mirrors are
intentionally out of sync. (Austria ? australia, ???)  I am not
positive. Some small university archive may be your gold mine.
