On a Debian system you should _not_ alter /etc/modules.conf but do it as
D-Man has suggested. To quote the warining at the top of the modules.conf
file:

# Please do not edit this file directly. If you want to change or add
# anything please take a look at the files in /etc/modutils and read
# the manpage for update-modules.
