Yes.

I've built sip and PyQt (2.5pre stuff) in /usr/local against Debian's
Python-1.5.2 and 2.0.1, and 2.1 in /usr/local... in all cases, I used
"--with-python=</path/to/py/executable>" in the "./configure ..."
command and everything just worked.
