mkfs.vfat? where is it ??

I was unable to create an *windows* filesistem...

mkfs -t vfat /dev/myharddrivepartition..  

mkfs.vfat: no such file or directory

is there a feature in the kernel config that I have
to enable, or any kind of package that I need in order
to mount/create a win partition ?
