right way to set system-wide environment variables



What's the right way to set system-wide environmen variables (one place
to put environment variables to set for all logins for all users).

It used to be /etc/environment, which apparently isn't used anymore.

PAM seems to use /etc/security/pam_env.conf.  Is that the right place?
