On Linux system usually [1] you have to reboot only when you want to
upgrade your kernel. All daemons (which are actually are usual
programs) can be just stoped and started again without any
reboots. There is nothing special about start-stop-daemon. You can
stop and/or start daemons manually if you wish without it.

[1] I've seen several time when X crashed so badly that I could not
start them again without reboot. Also by design of Unix and Unix-like
systems it is *possible* that it is impossible to kill some
process. It happens really seldom but I did seen it twice in my life.
