The modem's echo of the dial command appears to be being overrun by its
"CONNECT 115200^M" message.
I'm guessing that you have chat looking for 'CONNECT' but because of this
overrun (which may be happening because your UART isn't fast enough) chat
is only getting 'ECT' and so keeps looking. That's why you get the
garbage: the ISP is sending LCP packets.
Try 57600. If the overrun still happens try 38400.
