/etc/init.d/bootmisc.sh is where generic stuff gets run at startup.
There is no specific "local" configuration file per se, particularly for
shutdown operations, which I'm aware of.

No.  /etc/init.d is the place.  init doesn't look elsewhere.  I steer to
others for guidance in filename conventions.
