Yes; look in debian/control in the source tree. doc-debian's is:
Build-Depends: debiandoc-sgml, tetex-bin, tetex-extra
You're probably missing debiandoc-sgml.

I'm told that apt 0.4.0, currently in CVS, will have this feature:
you'll be able to do things like 'apt-get install doc-debian:unstable'.
