You'll need to run your own news server (inn, probably) and to arrange
somehow for it to get a feed for the non-local groups (suck is one
option).  If you can't arrange for a feed, then a little bit of work
with either nntpcache or leafnode will let both your server and the
upstream server appear as one server.
