There are now PDF decryption patches for xpdf. I have an xpdf-i package
which I will upload to non-us very soon; for now, you can get it at

ftp://ftp.rising.com.au/pub/hamish/xpdf-i_0.7a-1_i386.deb

The decryption patches are maintained (and must be) outside the USofA,
so it has to go in non-us.

Unfortunately there seems to be no free PDF viewing solution yet --
Acrobat Reader is clearly non-free, xpdf is unfortunately not DFSG-compliant,
and ghostscript 4+ is required, which are also non-free.
