That depends on your definition of that term.
The Debian project does not produce CDs. We produce Official CD images
which several vendors use; some other vendors choose to use the scripts we
use to produce their own CDs (e.g. to include a part of non-free); others
unfortunately just press (part of) the FTP site on CD.

This is the staring point I'd recommend too. Look for a vendor that uses the
Official CD images, or knows how to use the scripts. Typically, these
vendors also offer the option of donating to the Debian project; donations
are of course highly welcome.
