Your problem is that you're requiring-pap from the *peer*. In other
words in your options file you need:

#require-pap             # allow only pap authetication

instead of:

require-pap             # allow only pap authetication

pppd will agree to do PAP with the other side automatically if your
password can be looked up in the secrets file.
