man problem, bo

I've done a recent simple installation of a subset of bo.

root can access man just fine.

If a "normal" user issues a man command, such as 'man man' the following
output appears:

man: can't create a temporary filename: No such file or directory

Must be a permissions problem, but where?

Thanks.
