Proposal for documentation system

Hi Lars & all,

I think *HTTP* makes a superb access mechanism,  and
*HTML* makes a good presentation medium.  What about
using the best elements of texinfo & html?

IOW:

  1. create a documentation registry,  which keeps track
     of documentation and its format

  2. create gateways from all the other formats to HTML

  3. allow maintainers to produce and register documentation
     in any format,  and users to view it in HTML

How's that sound?
