Sans avoir creusé dans les arcanes de cette commande (et sans
machine UEFI à portée de main à l'instant /t/), je dirais que
efibootmgr est censé savoir gérer au moins une fraction de ce
cahier des charges :
$ apt show efibootmgr
[...]
