Könnte es daran liegen (aus man exim):
-q If the -q option is not followed by a time value,
it requests a single queue run operation. This
option can be used only by an admin user. However,
there is an option called prod_requires_admin which
can be set false to relax this restriction (and
also the same requirement for the -M and R
options).
In spec.txt:
prod_requires_admin Type: boolean Default: true
The -M, -R, and -q command-line options require the caller to be
an admin user unless "prod_requires_admin" is set false. See also
"queue_list_requires_admin".
