new gcc packages taken from CVS archive
Dan submitted a workaround to get apt built on powerpc. This patch is
applied for all architectures.

* debian/*.postinst: Call install-info only, when configuring.
* debian/*.{postinst,prerm}: Add #DEBHELPER# comments to handle
/usr/doc -> /usr/share/doc transition.
