Sorry if i was not very clear, all of those bug filling was done in emergency and was not really planned. Asymptote needs libtirpc-dev to build with the proper features, so you need to add it as a build-depends, to avoid side effects of dependency changes in other packages. You do not need to remove it at any point. In the long term, we will definitely drop the libtirpc-dev dependency in libc6-dev. The plan is to do it for Trixie if possible, but we don't know when this is going to happen, this release cycle is really chaotic. We might also not even revert the temporary change if all packages are fixed before the time_t transition is finished.
