Bug#709443: install-info should pre-depend on appropriate dpkg when using interest-noawait

Hi!

install-info has started using interest-noawait triggers but does not insist
that the dpkg that will unpack it actually supports this trigger variant. As
a result anyone who has (accidentally) mixed squeeze and jessie will see:

  dpkg: error processing /var/cache/apt/archives/install-info_5.1.dfsg.1-3_amd64.deb (--unpack): triggers ci file contains unknown directive `interest-noawait'

We're seeing a reasonable number of these sorts of failures in #debian over
the past few days.

As per deb-triggers(5), install-info should declare

  Pre-Depends: dpkg (>= 1.16.1)

which will solve this.
