Looks like ... we didn't change anything since ages ..
I can only assume that the change in 1.5.45 made this:

But I leave it to the debconf maintainers to decided on that.
In case our (tex-common) usage is wrong, please reassign.

Actually no relation to dh_installtex whatsoever ... from your set -x

It seems that this is a problem with debconf, as in the postinst script ther
is only
. /usr/share/debconf/confmodule
db_version 2.0
and it seems that this is broken now, as normal dpkg calls, even with
triggers, work without problems. Only calls to
dpkg-reconfigure
break.
