I have prepared a temporary tex-common package with that change,
but your test.dvi still does not work ... After installing ptex-jisfont
I get:
$ dvipdfmx test.dvi 
test.dvi -> test.pdf

** WARNING ** Failed to load AGL file "pdfglyphlist.txt"...
** WARNING ** Failed to load AGL file "glyphlist.txt"...
[1
** ERROR ** Could not find encoding file "H".

Output file removed.
$

Is that to be expected? I thought after the fix to texlive-binaries
and to tex-common we finally could close this one?

BTW, if you want to try yourself, temp packages for tex-common are
at 
	deb(-src) http://people.debian.org/~preining/TeX/ tl2009/
