I'm not sure I understand exactly what problem you're trying to
solve.  What trigger processing needs to take place, which package is
supposed to do it, and which package is supposed to trigger it ?

Triggers are named, so if you want a trigger which only one package
activates then it's simple: you just make only that one package
activate it.

But your question makes me I suspect you have some misunderstandings
so I think you should let me help you out with your design :-).
