No, it already Suggests it, and that is enough: epstopdf is only a very
minor part of teTeX and does not warrant a Depends.
On the other hand, texlive-base-bin currently lacks such a Suggests,
therefore I'm reassigning this bug.
Note that teTeX has been abandoned upstream, TeXLive in etch is newer
than teTeX in etch, and there won't be any uploads of teTeX for lenny
any more.
