Hm, they should be. Where are they exactly, and which command doesn't
find them?
kpsewhich --format='type1 fonts' font.pfb
or
kpsewhich --format='truetype fonts' font.ttf
should do.

* Install files in TEXMFDIST, i.e. /usr/share/texmf-tetex, and depend on
tex-common (>=0.12) [frank]
But that should not affect you. (The TeX Policy Draft is in
/usr/share/doc/tex-common/, interesting part is 3.1) TeX Add-on
packages keep installing their files in /usr/share/texmf/.
