Well, the cslatex version in teTeX 3.0 seems to quite outdated
anyway. It tells to be released in 1995, meanwhile there is an
upstream version from 2005 and a cspsfonts version from 1999. Maybe
the software was relicensed and the author just forgot to remove the
oudated license information (see #327741).
I suggest to contact upstream regarding this.
