That points to a real bug in the package.  Please send us the output of

ls -al /var/cache/fonts/
ls -al /var/cache/fonts/tfm/
grep users /etc/group

This is not surprising, since "don't manage by debconf" means that the
maintainer scripts will simply ignore the permissions and leave them as
they are.  If you install freshly, this leads to the permissions as in
the *.deb archive, but now it just doesn't change anything.
