You're the second person to report this (or was it a different file?),
but I don't have an explanation. The file is not a conffile, but
managed by ucf, and therefore should be created with root's default
umask, which results in 644 on my system.
Could this be a bug in ucf? There doesn't seem to be any permission
handling, at least a grep for chmod or perm does not give any hits.
