There's no need to handle them by ucf for completely new stuff.  Just
make them conffiles.  ucf is only necessary 

- when you take over files from an other package (because dpkg doesn't
  grok if the file is an *unchanged* version from a different package,
  and complains about user changes when you install your new version
  under the same name)

- when you have to edit the files in maintainer scripts

Our usage of ucf for texmf.cnf is not strictly necessary, it is only
there because we chose to put the generated texmf.cnf into /etc/texmf.
