Had a short look at postinst of tetex-bin. That sed-command should
comment out both lines if kpsewhich doesn't find another ukhyphen.tex
in your texmf-tree. Anyway: I tested with commented first line and
uncommented second line and at least the installation should work. I
guess, he will declare UKenglish to be equal to american (entry
above).
