I attach one, which seems sufficient to me. I can't really help. I just noticed: If you take out the ucs packet the document compiles to something, which looks like arabic. I guess, there is just an inconsistency between ucs and arabtex. Unfortunately I can't say in which package the fault is. UTF-Support was implmented in latest LaTeX. I guess arabtex should work together with that one and drop it's own implementation of utf8-inputenc.
