reassign 203810 tetex-bin

Dear Bernd,

last summer you reported the following bug against tetex-bin:

We, the tetex maintainers, apologize for not having reacted at all. We
were (and are...) kind of overworked. Let's try whether we can still
find out something these days. All questions probably should be
prepended with a "Do you remember whether...", except one: Do you have a
backup from that time?

- You set the severity to minor - any special reason for this? Also, any
reason why you reported against tetex-extra?

- Have you checked whether ln was right (File exists) or mktexupd (File
  does not exist)?

Regards, Frank
