update-excuses for tetex-bin

Hi Ryan,

I hope I don't bother you unnecessarily - but Hilmar, one of our
co-maintainers who said he wanted to contact you, never told us if he
really did, and now he's off for two weeks.

tetex-bin is out-of-date on powerpc, but the buildd logs say it's been
built "maybe-successful", and I couldn't find any problem in the
logfile. Is there some manual action needed, or what is the reason for
the delay?
