They should be in /usr/share/texmf/dvips/config anyway.
At present /usr/share/texmf/dvips/config is a symlink of
/etc/texmf/dvips
It might be technically difficult to split them in two
directories because some of them were generated by updmap.
Also, the decision on which files should be in /etc would
be very difficult. They all are, at least theoretically,
customizable files.
