As far as I tried it out I couldn't redefine \reftextbefore
dependently of the language used. So my proposal is:
Try to find out, if this is possible and then modify the
debiandoc*-package accordingly. If this not possible:
Submit a wishlist bug report to the LaTeX-team. However I have no
idea, if Frank insists on his proposal...
