I've downloaded you serbian Linux and played a little bit with that.
AFAICS izbor-c calls only "consolechars -f iso05.f16" and
"consolechars -m iso05.acm" (at least in woody you don't have to call
the psf-files with the full pathname) and calls up then a menu. I've
displayed that file serbian.tex from above on the screen from Debian,
switched then to the serbian font set and saw the serbian chars. Then
I called LaTeX on that file, fired up my dvi-viewer and saw the same
chars at the same places. That worked either with T2A-fontenc or
X2-fontenc.
If you don't see the same, please send me your version number of
tetex-extra, the versions of the font definition files t2aenc.def and
t2acmr.fd and the log file of the LaTeX-run.

In the compiled dvi-file from above I see at the first place
lowercase cyrdje, then lowercase cyrtshe and then the uppercase
versions in the same order.
