yes I think it is the same. I didn't look at the bugs of tetex-bin.

I think modifying pxfonts.prerm in tetex-base.preinst isn't an option...

What about placing an empty /etc/texmf/dvips/updmap by the tetex-base
scripts maybe with a comment like "This is just here for smooth upgrading
of ..."? This would be something like a noop in the code snippet mentioned
in #197870.
