The TeX search path for the file texdocrc by the executable texdoctk
in tetex-bin is the following:
% KPATHSEA_DEBUG=8 kpsewhich --progname=texdoctk --format='other text files' texdocrc

kdebug:Search path for other text files files (from compile-time paths.h)
[...]
kdebug: compile-time path = .:$TEXMF/texdoctk//
But the actual file (which is in tetex-extra, separate bug report
filed) is in /etc/texdoctk/texdocrc, and since $TEXMF does not contain
/etc, the file is not found.
One way to solve the problem is to add the line
TEXDOCTKINPUTS = /etc/texdoctk//
to /etc/texmf/texmf.d/85Misc.cnf and run texmf-update.

No there should be symlink as follows;
kohda@nsx:~$ ls -l /usr/share/texmf/texdoctk
lrwxrwxrwx 1 root root 13 2003-04-10 08:22 /usr/share/texmf/texdoctk -> /etc/texdoctk/
so the file could be found.
