We either merge cweb into tetex-bin, which I'm happy to do (as cweb
maintainer), or we remove cweb stuff from tetex, which is also OK.
(I've got a patched version of the cweb programs in the cweb package
which supports the kpathsea library; I'm not sure whether the tetex
version uses my patches.)
