Bruno,

You can request a new package by filing a ``RFP''
(request-for-package) bug against the wnpp (work-needing and
prospective packages) pseudopackage.  Developers and prospective
developers use this list to find new packages they can work on.

The reportbug program (available from the reportbug package) will
walk you through the process.

Another alternative would be for you to package the software
yourself, and either get a Debian developer to upload it for you
or go through the application process to become a Debian developer
yourself.
