It's very unlikely that we'll change this situation. There are at
least two alternatives that don't involve tinkering directly with
the TeX format -- bplain and etex. It's unlikely that the
majority of Debian users will want to be able to typeset German
using the ngerman.sty package with plain TeX.

If we were to do anything about this situation, we would (and
probably should) move those files to /etc/texmf and make them
conffiles so they aren't overwritten every time a new version of
tetex-base is installed.
