Why? The packaging of teTeX (and texi2html) was changed
so it is natural/reasonable that every packages which
have dependency to teTeX (or texi2html) should change their
dependency correctly, isn't it?

Well, we didn't recognize the problem until you mentioned
on it in recent email so how we could take action on it?
I think it is reasonable to file a bug to each packages
which set wrong Build-Depends: tetex-bin so that a maintainer
can fix it before release of woody.
If it is necessary, we could announce this changes to debian-devel
or debian-devel-announce, do you think this is enough?
