Yes, it is true that 125793 is a similar problem but
I guess that the problem of texmf.cnf is much difficult
to solve than that of fmtutil.

I agree that this kind of problem could be solved only on the
tetex side but it can not be done like emacsen, IMHO.
Do you have any concrete idea?
