What can I say? BibTeX is broken, and it's not likely to be fixed
anytime soon. Various messages I've seen on this topic include
the much-heard ``it'll be fixed in BibTeX 1.0''. Unfortunately,
we've all been waiting for BibTeX 1.0 for years now.
We'll leave this bug open until such time as a new version of
BibTeX that addresses this problem is available.
