I don't believe that not having the source code for what is
actually a reprint of a published article makes the file non-free
or non-distributable under the DFSG.

I agree that it might be nice to have the source (although there
are pretty decent PDF files available, if your concern was
printing quality), and I invite you to open a dialogue with John
Hobby, the author, about releasing the source under a DFSG-license
(perhaps the GNU FDL).  His webpage is at http://cm.bell-labs.com/who/hobby/.
