CVS details and so on

Here is a list of things that have come up as I have been building the
CVS tree.

(1) Symlinks.

    CVS doesn't handle these.  I've added a script
    debian/restore-symlinks to the packages; unfortunately, this must
    be kept up to date manually, although writing a script to create
    this file should be easy.  It's called in the clean target.

(2) A few ignored files.

    There are a few files which CVS ignores by default, for example,
    config.old, tags, *~ and so on.  I don't think there's much loss
    in not having them in the CVS tree, although it might make
    .diff.gz a little bigger.

(3) I've deleted texk/web2c/pdftexdir/Makefile.  This closes bug
    (#133128), but I haven't touched the changelog yet.
