Good question.
I'm using babel and it is sufficient for me. Sometimes I received
files which required platex, that's why I also have it.
I'm not a TeXpert so I've asked people from GUST (Polish Tex Users Group)
about platex and I received information that platex by default gave a results
typografically conforming to polish standards (paragraph indenting, dots betwen
number and title in \*section{}, etc...)

I send a Cc: of this letter to the GUST mailing list. Maybe any more
experienced member would provide more detailed information.
