Bug#93699: tetex-doc: setspace.html link is incorrect

retitle 93699 tetex-doc should include ``Home'' version of Catalogue

The TeX Catalogue included with teTeX is the ``CTAN Version'',
which includes links that assume the HTML files are being accessed
from a CTAN site.  As a result, they don't work properly.

teTeX should include the ``Home'' Edition, which is a stand alone
version of the Catalogue.

Note that, for extra fun, the link to Graham Williams's site on
the teTeX TeX Catalogue catalogue.html page is wrong.  The current
URL is <http://www.act.cmis.csiro.au/gjw/tex/catalogue.html>.
