I can not understand neither but only as a possibility.
Don't you set TEXMF environment variable or something as root?
Please show us the output of 'env | grep TEX' when you are a root
of your system. (Perhaps this is irrelevant now...)
Or don't you install a private version of TeX?
And you installed the previous tetex-bin successfully or is this
your first installation of tetex-bin?
