Because it's not installed.

Hmmm, maybe this version appeared on ftp.ca.debian.org very recently,
or maybe I was remembering that a slightly older version that didn't
provide tetex-lib and assuming that was still the problem.
In any case, deselect absolutely refuses to install libkpathsea3 unless
I agree to remove xdvik-ja, which I don't want to do, and apt-get
concurs:
# apt-get -s install libkpathsea3
Reading Package Lists... Done
Building Dependency Tree... Done
The following extra packages will be installed:
catdvi dvipdfm tetex-bin vflib3
The following packages will be REMOVED:
tetex-lib xdvik-ja
The following NEW packages will be installed:
libkpathsea3

I don't understand this, because libkpathsea3 appears to satisfy
xdvik-ja's dependency on tetex-lib (>= 1.0.6-3). Any ideas? Is this as
a bug in xdvik-ja?
Thanks,
